The U.S. Mission has announced the annual call for applications for the Hubert H. Humphrey Fellowship Program 2022/2023 academic year. The Humphrey Fellowship is sponsored by the U.S. Department of State’s Bureau of Educational and Cultural Affairs.
Humphrey Fellowship Overview: The Humphrey Fellowship is a specialized, non-degree exchange program for accomplished mid-career professionals. The fellowship includes a one-year graduate-level study program that focuses on leadership development and professional collaboration with U.S. counterparts at select U.S. universities. The program is designed to provide broad professional enrichment through a combination of activities tailored to each fellow’s interests. While in the United States, fellows will share best practices, build expertise in their fields, and participate in workshops and conferences that provide interaction with leaders from U.S. federal, state, and local governments, multinational organizations, and the private sector. Fellows will also participate in professional affiliations (placements) that provide firsthand exposure to a U.S. work environment on a full-time basis for a minimum period of six weeks. The objective of the Humphrey fellowship is to provide fellows with an overall experience that broadens their perspectives, enhances their capability to assume greater career responsibilities, and provides opportunities to establish useful professional contacts. Following a highly competitive selection process, candidates are selected based on their demonstrated leadership ability, a commitment to public service, and a strong desire to effect change in their workplace and community.
Hubert Humphrey Scholarships Eligibility
To qualify for Humphrey Fellowship, candidates must have:
- an undergraduate (first university) degree
- a minimum of eight years of full-time professional experience
- limited or no prior experience in the United States
- demonstrated leadership qualities
- a record of public service in the community; and
- English language ability by scoring not less than 100 in the Internet-based TOEFL (iBT) test. Participants should use 9616 as the institution code to ensure that their scores are sent to our office.

Program Timeline: Application opens on April 13, 2021. The deadline for submitting the online application with supporting documents is June 13, 2021.

Hubert H. Humphrey Fellowship Grant Benefits:
Payment of tuition and fees at the assigned host university; pre-academic English language training (if required); a maintenance (living) allowance, including a one-time settling-in allowance; accident and sickness coverage; a book allowance; a one-time computer subsidy; international travel to and from the U.S. for the program and domestic travel to required program events in the U.S.; and a professional development allowance for professional activities, such as field trips, professional visits, and conferences.
Complete Hubert H. Humphrey Fellowship Program Application Procedure:
A complete application includes:
- An online application with:
- a clearly written program plan, objectives, and motivations for applying;
- detailed essays; and
- uploaded academic records with certificates and curriculum vitae.
- Two professional letters of reference submitted electronically and attached to the online application by referees who know the applicant very well.
- Biodata page of valid international passport.
Note: Hard copies of official academic transcripts from each post-secondary institution attended and other supplementary documents should be forwarded to our office by regular mail.
